LEAN advances the vision of a clean and affordable energy America in everything we do. Our mission to support the expansion of clean energy Community Choice Aggregation (CCA) programs is carried out through initiatives and activities that are both responsive and proactive. Whether that’s getting the word out through speaking engagements and the media, serving as a subject-matter expert, protecting CCA interests at legislatures and public utility commissions, advocating for policies at the federal level, or sharing ideas and best practices… If it’s about CCA, that’s where you’ll find us.

Since its inception in 2011, LEAN Energy US has been  dedicated to accelerating the country’s transition to clean and renewable power, support competition and customer choice in the energy sector, and maintain affordable electricity rates.

 

We provide critical resources and expert guidance to a diverse network of local, state, and federal governments, commercial and nonprofit organizations, advocacy groups, and individuals seeking to launch or expand CCA programs in their communities and states. 

Our initiatives include state-level monitoring and engagement, as well as offering technical and strategic support to states interested in enabling CCA legislation. We assist with CCA formation, investigation, and expansion efforts, and host workshops, educational events, and networking opportunities to further these goals. Additionally, we maintain a comprehensive CCA metrics database, both state-by-state and national, provide weekly analyses of federal policy updates, and lead federal advocacy initiatives that support CCA markets at the local, state, and national levels.

 

LEAN Energy US also actively supports programs, legislation, and regulatory policies designed to protect and enhance CCA communities across the country, ensuring that these efforts continue to drive progress in the clean energy transition, protect energy affordability, and empower local communities.​

Government Affairs Guidance

LEAN Energy US offers tailored federal government affairs consulting services through a Washington, D.C.–based firm, providing strategic guidance to CCA organizations. From legislative tracking and policy analysis to stakeholder engagement and advocacy planning, these services help CCA programs navigate complex regulatory landscapes and maximize their impact on energy policy decisions.

Technical and Strategy Support

We are proud to have supported Community Choice Aggregation (CCA) expansion efforts, CCA investigations, as well as CCA formation in several states. We also provide technical and strategy support for new states interested in authorizing CCA legislation.

Monthly Federal Funding Opportunity Reports

Since 2022, we summarize priority funding opportunities identified from analysis of a hundred grants and programs sponsored by the U.S. Departments of Energy, U.S Department of Transportation, and U.S. Environmental Protection Agency. These opportunities are tracked by our organization based on relevance for CCAs in a comprehensive Federal Funding Opportunities Database.

LEAN’s CCA Federal Policy Committee brings together organizations, suppliers, and partners from across the country to amplify the collective voice of Community Choice Aggregation (CCA) programs. The Committee’s primary mission is to advocate for greater recognition and support from policymakers by highlighting the critical role CCAs play in accelerating clean energy adoption, protecting consumers, driving innovation, creating jobs, and stimulating economic growth nationwide.

 

National CCA Database

LEAN Energy US maintains a comprehensive national CCA database, providing detailed metrics on the number of customers per program, energy mix, pricing, and other key program data. This resource offers CCA organizations, policymakers, and stakeholders valuable insights into program performance, trends, and opportunities—supporting informed decision-making, benchmarking, and the continued growth of local energy choice programs.

Our organization conducts comprehensive national studies on Community Choice Aggregation (CCA), providing data-driven insights into program performance, energy trends, and policy impacts. These studies serve as a valuable resource for CCA organizations, policymakers, and stakeholders across the country—helping to guide decision-making, identify best practices, and support the growth and effectiveness of local energy choice programs.

Every year, our organization hosts Educational Days in Washington, D.C., bringing together Community Choice Aggregation (CCA) organizations, suppliers, and partners from across the country. These events offer a unique opportunity for CCA stakeholders to engage with federal agencies, congressional committees, caucuses, members of Congress, and other policymakers—educating them about CCA and exploring opportunities for collaboration at the national level.

We coordinate Joint Letters of Support to state and federal government officials, amplifying the collective voice of CCA stakeholders. These letters highlight shared priorities, advocate for policies that advance local energy choice, and demonstrate broad industry support for initiatives that strengthen CCA programs nationwide.
